| I plugged s/t into the usb port on the cpu and it doesn't register it. and I'm not sure if its the device/plug or if its the port itself. how can I tell and how can I fix it? there is another usb port but that hasn't worked in years. please advise

Does your computer indicate that there is an external device plugged in (the icon on the taskbar) and you just can't access it?
I had this with my camera yesterday - and I had to change the drive it was using because something else was using that drive.
Also, test the device on another machine to make sure that it is not the device itself.

| the computer isn't registering that its plugged in at all. I don't have any other computer to try it on and no other usb plug to try in the port.

what about usb printer, or keyboard or mouse or any other usb device? try plugging those in.
restart PC, try again plugging in aforementioned devices.
right click on my computer
click on device manager
check for any error messages under Universal Serial Bus controllers
if nothing works, then your USB port just died, they do burn out after few years or extensive use.
if you are up to it, you can try and open up your PC (shut down and unplug it first) and see if you can replace it yourself. I wouldn't do it myself though, they are usually attached to motherboard.
or look into external USB or USB adapters.

Try turning the computer off for a while and then turning it on again.
If you are using windows xp, go into the accessories/systems tools and you can reset the computer back to before when it was working. I'd completely shut the computer down again for a bit after that too.
If that doesn't work, I once succeeded when I erased stuff in the registry, but I'd have to look up those instructions again for you.. _________________
