No.
Stiff neck and she can't turn her head so she doesn't realize that she's not tucked in in the back?

I've seen it. Usually the shirttails are longer in the back and are meant to be hanging out. I think it looks ridiculous.

OP here, thank you for confirming I'm not crazy.
How long has it been around for?
Am I bad for saying it's not fashionable until the non-jewish world does it? (kinda an aside question)
I think it looks ridiculous too!

We did this with t shirts when I was in middle school and early high school. Think late eighties early nineties. It was a thing.

It obviously comes from the 'non jewish world', its not a jewish only thing.

I didnt know this was a "fashion." It often happens by accident due to sitting down when a shirt is on the shorter side and/or the skirt sits low on the waist. Sitting down pulls the shirt out at the back, but not the front.

No, it definitely is a "fashion." So much that I've seen sweaters with attached shirttails designed to hang out. Ugh. It just looks sloppy and odd.

Sounds like the sartorial version of the mullet.

I saw loads of sweaters online this season w/untucked shirts (front and back) underneath. Saw quite a few young people in Boro Park walking around like that. I think it looks ridiculous.

Best description EVER!
The half tuck, 3/4 tuck, front back thing, I hate all of it. I can imagine spending my whole day having well meaning people tell me "excuse me, but I think you're shirt's come untucked."
