We have a wedding in the summer in Jo'burg and on the invite it said to dress smart. I wanted to know what you women think that means.
Is it nice shabbat clothing or is it more fancy than that? Could I get away with wearing a mitpachat on my head? Or do I have to wear a hat? (The couple in question is traditional if that makes a difference. My husband and I may be one of a few religious guests)

Seriously I have never met a more chilled out place when it comes to dressing for simchas here.
I don't know what type of wedding it is but usually chuppah is separate from reception and most people come straight from work/school to chuppa and aren't dressed up at all. Reception people get dressed but it's not as big of deal here. Smart means fancy here but it's definitely not new York fancy. And there is usually a mix of crowds. If there are few frum people at wedding you might be the only one in a visible head covering but no one usually cares.
Also style here for frum is often like loose layery type of style. Can't really explain it. But really whatever you wear will be fine.

Im not from New York. I live in Israel, so I wear casual smart on shabbat. Would that work?

Should work for most weddings here. Unless its some real fancy king davidian type wedding in which case you will stick out because you won't be wearing a strapless mini skirt type of dress. But really a nice top and skirt would be fine lot of people come to weddings like that with flats.
