I think it depends on location . Different places have different norm. I.e. in Israel I don't think tips are expected and from my experience oot its also not expected. in NY I have no idea.

In my experience, tips from the baalei simcha are definitely expected in Israel.

Yes, definitely expected and absolutely not optional. I learned from my ILs to make sure to personally give the staff the tips because many times the hall managers will claim the money.
Also, in Israel many times guests will leave tips for their waiter at the wedding. Mostly at secular or more modern weddings (my siblings waited tables at affairs many times and always prefer less frum weddings for this reason).

I think most service providers are tipped, waiters, photographer, band, etc. There is a standard tip (I don't know how much - maybe 10%) and you can add to that according to your satisfaction with their performance.

I know some people in Israel the tip is used as a way to pay some of the service providers under the table, and this can be reflected in price negotiations before the wedding (I.e. I will pay you 1,000 NIS on the books and 1.000 NIS at a tip, etc)

In the US I have never heard of tipping photographers or band (and I've made 12 chasunahs). Tipping hall staff; maybe, particularly if they were very helpful.

In general, tips are for service people who receive less than full salary in cases where tipping is expected to fill the gap in salary. That certainly isn't true for the photographers and band, and probably not for the hall staff. I don't think it is true of their wait staff either (unlike in a restaurant) -- at least here they are unionized and make a standard wage.
