The opposite problem

I think we have the opposite problem of everyone else, my toddler knows when he needs, but is too nervous to do anything, he just holds it in if we make him go to the toilet or potty, any advice?

That's very common. You can try giving him a lot to drink and keep taking him so that he can't hold it in any more and hopefully after going a few times won't be as nervous about it.

With a couple of my kids, I had success in letting them make wearing a diaper while sitting on the toilet. That gave them the comfort and security of the diaper they were used to, while getting them used to the feel of sitting on the toilet. Shortly thereafter, they were able to go on the toilet without a diaper.
