I saw a guy in the street- I'm not sure if he's even Jewish- and he was wearing a scarf with Tzitzis hanging down from it. I thought scarves don't need Tzitzis because they're not considered a Beged. Are there opinions that hold that scarves need Tzitzis?

Depends on the size. If indeed it is a vary large scarf, it would be considered a Talis, and then yes, it would need Tzitis.
