if you are out with someone in a cafe or restaurant and they say they are just going to make a call to their mum and they speak for 15 minutes about nothing important while you are just sitting there?

Probably. Unless there's more to it- Mom is away in Africa and she has access to a phone for 15 minutes only until a month from now. Mom is in the hospital or recovering from an illness. Mom is emotionally unstable and can become anxious/unsafe if her daughter doesn't answer a call. Stuff like that. You never know what's going on in someone else's life.

It is rude but maybe mom called and she must answer. She wants to hang up but mom is lonely and depressed so she has to let her talk it out a bit. Did she appologize or something after?

totally rude. if I am with someone, I take a phone call only if it is a potential emergency (e.g., my kid's school or if DH calls more than once in quick sequence).
