| I'm trying to understand the legal system. How and why is that PDF attachment public? why would they release that? Does an alleged murderer or any suspect in any legal matter have no privacy rights? This is not to give an opinion if they DESERVE privacy rights, but trying to understand if a suspect in innocent until proven guilty (not necessarily in this case) how can they publicize every detail of an investigation and share details?

I have never seen such a document being released to the public. I cannot imagine how it became public and I imagine whoever released it to the press will face sanctions from the court.
