I need some opinions.

I normally don't get paid to travel to and from work however this week it took me 2 hours each way due to the weather conditions. The trains weren't running, buses weren't running. Do you think I can bill for those extra hours? My boss said that he understood that I was a bit late and he let me leave a drop early not that it helped, I was wondering if I can bill for those extra hours.

I had to pay for cab fair and for my babysitter to stay extra so I could get home. It's a total of 4 extra hours.

I don't think it's fair to bill him. It's not his fault.
But I think you can ask him to cover the cost of (or part of) the taxi since there is no public transportation.

my boss told me straight out that any time I missed due to the snowstorm I will be paid for. I think that is fair assuming your usually on time and there for your boss when he needs you. (I am avail. 24/7 for him -but that's also the nature of my work).

I would ask - the worst thing that will happen is he will say no.

yes, you can definitely ask. But I don't think it's fair to just tack it on.
