There's a woman in Flatbush that does it.
You bring her the shell and she charges about $75 to dye it.
It takes a couple of weeks

before you run to spend $75+ on a shell, have you checked out Basic Colors? I was looking for a very interesting gray/silver color for under a gown and I actually found the exact shade I needed there. Its worth a shot if you can get there.
