I don't think people sound smart just because they're speaking in Received Pronunciation. The most vile "comedy" I've ever heard was British comedy (Jimmy Carr and co). They don't sound smart. They sound stupid and vulgar.

there are about a 1000 english accents (more if you count the rest of the UK) and he knows about 2 of them. I don't think the english accent sounds intelligent either, but I know lots of stupid english people.
dropping ts is a cockney thing.
