Minute roast is a tough cut, so it should be cooked slowly, in liquid, to make it tender.

I usually buy minute roast have the butcher cut into steaks ... place in an overlapping circle around the pan then I put soy sauce, a chopped head of fresh garlic cloves, couple of sliced onions, black pepper and garlic powder
on medium/high flame cook it uncovered in a pan on the stove top ... checking that the liquids don't dry out - you can add a tablespoon or so of water every now & again and cover it after an hour and put the flame low for another hour or so
soft & tender as can be ... you can even put it in a disposable pan and leave it on the blech to finish cooking or keep it hot
