Has anyone seen this new Pesach policy? It's quite different than what many of us have been used to. I do know that these Rabbonim are among the most respected in the kashrus field today.

According to the CRC any cosmetic (that is not eaten), is fine for Pesach regardless of the ingredients. Medicine with Chometz is fine in pill form, liquid form should be avoided if possible. Lipstick should not have chometz (I'm assuming because that is something you might actually ingest.)

Right. The De'orisa is eating chometz (CH'V), or having edible chometz in the house on Pesach, all the rest of it are chumros.
