Summer bedtime vent

I'm going nuts! Every night from 8:30-10, I struggle to get my kids inside, bathed and into bed. I'm in the bungalow colony so tons of kids stay up late. I don't even mind when they are up late and HAPPY but when the kvetching and crankiness starts I could totally lose it since I'm so tired then too. I've tried giving incentives for them to come in earlier, read them a story, etc. but they just ignore me or run away when I come to the park to get them.

How can I get them in earlier before they get overtired? Is this just a part of bungalow colony life and that's that?

I don't know much about b. colonies, so forgive me if my ideas are off
how about feeding them supper a bit later, giving bath after supper, getting pjs on and doing some cleanish crafts till bed time. Put on some good story tape for when they are in bed to combat the outside noise.
Also, how big is the colony, can you bring up the topic of kids running around late with other mothers?
