Merrymom, thanks for the clarification.
I work in a law office and no one shows cleavage or wears miniskirts or anything remotely similar. It would be considered unprofessional.

People dress differently at parties than they do at work. I have gone to my DH's "holiday" party at his old work (they got special kosher food for us, which was nice). People wore plenty of plunging necklines and cocktail dresses, things they would never do in the actual workplace.
So I wouldn't be so quick to judge based upon how people dress at a holiday party.

wow I missed that!! Thank you!
My point was none of the Americans dressed in a way that you may think they are at a beach party. The Israeli's took causal to a whole new meaning.

In general, Israeli culture is more casual than American culture. In the US, proper business attire means suit & tie for men. In Israel, the men only have ties for when they come to the US! And formal is a button-down shirt and pants, zehu.
The women are correspondingly more casual too than in the US. Its a cultural difference, not a measure of appropriateness - b/c in an Israeli context, it was perfectly appropriate.
