Coconut is ok for Pesach, so as long as it has a kosher for Pesach certification, it should be fine.

Refined nut oils, if they're pure and well made, have had the proteins removed and SHOULD be fine to use. My allergist doesn't recommend it because most oils are not that pure and it's not worth the risk, in his opinion. (Having had an allergic reaction to deep-fried french fries once, I can only conclude it was contaminated oil and that he knows what he's talking about.)

They are both mild flavored oils, heart healthy, with hight smoke points.
Safflower oil has a bit of a higher smoke point although they are very comparitable, also has more vitamin E. Canola oil is genetically modified. I think safflower oil is more expensive.
