I work for a state agency and my job is to get quotes for technology related items from a list of approved vendors and submit it to the purchasing unit to be processed.

Among the things we purchase in continued maintenance for hardware and software. This can be quite pricey and be a lengthy processes with various pre and post approvals needed.

Usually items are either on a contract between the vendor, or they arent. The problem is when a renewal has multiple items, and a few of these items are not on contract. We try to get them added, but if we cannot, then we have to make 2 separate purchase requisitions (PRs), one for the contract items, one for the non-contract items.

Recently, we worked on a renewal that took 2 months just to get straightened out and to get the 3 quotes we need to be able to submit the paperwork. We had two separable PRs for the reason noted above. The contract Pr had 3 lines, and as a coincidence, the first line of the contract PR was the same amount as the only line as the non-contract PR. There were many differences between the PRs to differentiate them, including the 2nd PR not having the contract into, and having a lien specifically stating "** non-contract items** ". oh yea...and 2 different quotes, with different item numbers. We submitted this in December, due by Jan 1.

Well a few days ago (ie, in Feb- over a month late) the larger PR finally got processed, after all the various approvals were oked. We never heard about the 2nd PR. I emailed the purchasing unit twice, and the co-worker (call her "A") in purchasing (a very difficult person to work with) never responded. So someone I work with (call her "C") took our copy of the 2nd PR over and "A"s response was...


..."I thought it was a duplicate, so I threw it out. No, you can't give me a photocopy. Please re create it, with changes to make my life easier"

When I was told about this I blew my top!!! "C" emailed our supervisor, who told us to just give "A" a copy, whether she likes it or not, and write in a line spelling out the situation for her.

I cant believe the chultzpah of some people. Your tax dollars at work, folks!!!
