Are you serious? There was also a guy with a different hat. If he was the cell phone guy, would it be anti-non-shtreimel wearers?
Maybe the black guy was chosen because sunglasses are painted on his face. The type of guy who would talk on a cell phone in shul might also be the type to wear sunglasses in shul.
