Where can I find a decently priced raincoat for girls sizes 3-7? I'vr checked Gap, old navy, kohls, target, gymboree, and childrens place and couldn't find one. I'd pay $20 or around that.
I'm looking for something almost to their knees, waterproof, with a hood and thick enough that it won't tear so easily. Pockets are nice too.

Boytique in Crown Heights has baby blue and light pink raincoats - relatively inexpensive (less than $20), good quality, I have bought them a few times but my DD loses them too frequently. It doesn't have a lining but definitely waterproof. 718-221-9939
