Can I freeze meatballs? If yes, when raw or after cooking???

cook 'em and freeze em

I do it all the time.

if you dont cook them first I would think that they would fall apart and its also better not to freeze/refreeze raw meat

Yes!! I do it all the time. Make the meatballs, place on a baking sheet on wax paper, cover with wax paper. As soon as they're hard, place in ziplocs, and squeeze out the air. Make sure to write that they're raw. A real time saver.
you can also freeze them cooked, but the taste won't be as good.
