According to star-k pesach book--ALL nailpolishs and nail polish removers are ok-no mention of manicures. Hope that helps.

According to Rabbi Blumenkrantz, nail polish and nail polish removers are fine. The base/top coats can be a problem.
If you weren't able to get a manicure before YT, then get a manicure on Chol Hamoed, without the base/top coat.

that's part of the needs you are suppose to attend to before yomtov. I don't think that a manny is allowed on chol hamoed.
