So go back to your rav. It sounds reasonable that you can't just go to anyone you want and present your landlord with a bill and the landlord has a week or two to check out prices.
It does not sound reasonalbe for the landlord to keep you waiting months or years.

I can recall three places we rented (different States) where the water bill was our responsibility. 2 were private rentals and one was through a management company.

| Maybe the state laws were different? Otherwise I can't imagine why a landlord would want to take the risk of a lien on his property.

OP - another advantage of short term rental is that they will have interenet, phone line all set up and you don't have the hassle of making accounts with the internet company, phone company, gas company, electric company, water company, municipality etc.
I just did a google search for raanana short term rental and saw this, just as an example of what's out there:

I also wouldn't underestimate how helpful for you it will be to live near other anlgos.

If the OP is going to be here for 4 years, I don't think it makes any sense for her to take a short term rental. Short term rates are generally at least 2x Long term rates per month and can be up to 5x around the Chagim. You may be able to negotiate but I still don't think its worth it. And you may end up having to move.

Saraph, that's the legal route. If a landlord will not abide by the contract (ie fix whatever he said he would) it is your legal prerogative to deduct the money from the rent. _________________ גשם, גשם בוא!

OP,
Check out www.inhasharon.co.il -- this is now the main Raanana list. You can view property and property agents on the site as well. I saw an ad for a furnished rental for 5500 NIS/mo. that looked really nice in the 'property' section of the site. Not sure when you're planning to move there, but typically the lead time on rentals is a month or less for move-in. If you see a place you'd like to rent before then, it might be worth it to secure it and pay a few months extra rent until you move in.
I can personally recommend Mel Levi from Re/Max in Raanana. Don't have his email, but I'm sure you can find him if you search on the Internet.
